      The Last Will and Testament ofWILLIAM MANLEY deced. was presented into Court by his Relict, PENELOPIE and JOHN ELLIOTT two ofhis Executors, who made Oath thereto and being proved by the Oaths of JAMES TAYLOR, BENJAMIN WADDY and WILLIAM SMITH, wittnesses thereto, is admitt to Record and upon motion ofthe Executors and their performing what is usuall in such cases, Certificate is granted them, and LAWRENCE POPE, the other Executor in the Will named, for obtaining a Probate thereof in due form, and it is ordered ROBERT SANFORD, HUMPHREY POPE, RICHARD SANFORD and THOMAS STURMAN or any three ofthem being first sworn before one ofhis Majesties Justices for this County, doe some time before the next Court value and appraise the Estate of the Testator in money and make report thereof to the next Court

      [Warning: specious, probably not same as John Manley of Fairfax co., VA]
      and was survived by his wife (26 October, 1709) Penelope Higgins Manley (claimed to be d/o John Higgins and sister of wife of John Elliot – John Elliott. See Hearsay liber “penelopeHigginsAncestry.pdf” in which one researcher claims she was born in 1685 at Westmoreland co., VA and that her mother was Penelope Hull Higgins - d/o Augustus Hull and Anne Sturman Hull). A cross-reference of source material in the LMGA indicates that Penelope Higgins Manley could not have been the sister of Sabella Elliot who m. John Elliot. This is because that Penelope Higgins m. Daniel McCarty and she was not born until 1712 (tombstone inscription showing date of birth and husbands name). But William Manley and Penelope Higgins Manley were m. before 1710. This is the same book that contained the error regarding John Manley IIs progeny. The book is entitled “The Flowering of the Maryland Palatinate”. Buuuttt, there’s a mystery here. According to two sources the Penelope Higgins that m. William Manley was the sister of Sabella Higgins. This would also make Augustine Higgins the brother of Penelope Higgins Manley and thus explain the cousin “Hugh West” reference in John Manley wmI’s will. This fits with the fact that an Ann Higgins was the administrator of the estate of Augustine Higgins, that is, Ann Turley West-Higgins. William Manley’s estate was apparently not inventoried until 1727.

Penelope Higgins' sister – Sabella Higgins – Sabella Elliott – Sabella Higgins Elliott) of Westmoreland co., VA, his wife Penelope, Edmund Bagge of Essex co., VA, and John Cooke of Stafford co., VA. Andrew Russell same owned land on Broad Run of Potomac River (Potomack River) in Prince William co., VA adjoining Colonel Henry Ashton and Henry William Fairfax on Beaver Dam Branches of Goose Creek and Broad Run in Prince William co., VA (later becoming Stafford co., VA).
